I couldn't get why there was so much black on a Sailor Neptune site. There should be more colors that go with her scheme. Also, with that backround, it makes the title a little bit hard to read. You might want to have a splash page with all the requirements in advance, so we'll know what to expect. It's kinda weird to have it ON the page. Most people like to know beforehand.
Layout 7/10
Even though it's a bit simple, that doesn't ruin it. Also, I think you might want to just stick with one border. It would just be easier that way, and it might look a tad bit better. Oh, and the green backround you have on most of the pages seems a bit bright. You might want to tone it down a bit with a shade darker or something.
Navigation and Organization 9/10
It's very organized, and you've done a good job with the navigation.

I can tell that you did a lot of research. There's tons of information on her. But when you go to a section, the backround makes it a little hard to read. Again, I suggest making the backround a different color.

It doesn't seem that advanced, but that doesn't have to be a bad thing. You've made it look nice, and everything's easy to see.
Originality and Creativity 6/10
Well, there are a lot of Sailor Neptune shrines out there, so I don't think it's that creative. It's original in a way, because you have some things on here that I haven't seen anywhere else.

I thought it was pretty good. I think the colors need to be changed a bit, and maybe the borders and stuff, but as for the content, I think that's great! I think this site will do really well in the future.
