I've never actually watched the dubbed versions of Sailor Moon S, probably because I had already seen the original, subtitled version anyway. I will say, however, that changing Haruka and Michiru to cousins was probably one of the worst things the dubbers could to Sailor Moon.
Haruka and Michiru are obviously not cousins. Just from the way they look at each other and interact with each other, their love is obvious. Even though the anime gives their relationship a subtle feel - you never see them outright kissing - an aura of love pervades them. From moments where they touch hands, or the way Michiru sacrifices herself to try and save Haruka, you can see their love.
I think it's stupid that we can't show this type of love in our cartoons. Homosexual behavior is being more and more acceptable in society, and I don't see the reason we have to edit it out of our cartoons. Especially, because in this case, nothing beyond some hand touching was shown. Why not let our kids see that two women can have a beautiful, sustained relationship where they truely care about each other?
DIC also edited out the homosexual relationship between Kunzite and Zoicite by making Zoicite a female. Cloverway changed Fisheye's gender from male to female, since Fisheye liked to wear dresses and court men. All this teaches our kids, when they find out the true story, is that homosexual behavior isn't ok for TV. Is that really the message we want to be sending our kids?
I wish they would have left Haruka and Michiru's relationship the way it was intended to be. So much of the story is lost by changing them to cousins. The whole way they interact and much of their desisions hinges on the fact that they love each other.
